Water appearing on your ceiling may start elsewhere, but the damp patch alone cannot identify the responsible fitting. Record when the mark grows, whether there is active dripping and whether someone upstairs is using water at that time. If water is near electrical fittings, stay clear and seek appropriate urgent assistance instead of touching switches or wet equipment.
Tell the building manager and affected neighbour where relevant so inspection access can be discussed. We need to distinguish controlling an immediate problem from tracing its source and repairing it. An appointment in only one flat may not provide access to the failed connection.
