A valve that will not move is not one to force
Knowing how the water can be controlled matters before a planned repair or an unexpected leak. If the internal stopcock is stiff, leaking or hidden behind cabinetry, describe its location and condition. Do not use extra leverage to force it; damaging a valve can turn a maintenance enquiry into an active leak.
Tell us whether a shared supply or building-managed isolation point is involved. Replacing a valve may itself require another safe way to isolate the water, so we discuss arrangements before treating it as a simple swap. For an active uncontrolled leak, call and explain the urgency and location; do not wait for a routine maintenance appointment without seeking advice.
Notting Hill addresses include homes with very different internal arrangements. Tell us whether yours is a house or flat and whether the affected services are shared. Borough and conservation checks should follow the exact address, particularly towards the W2 boundary.
A main street entrance may not be the entrance to the affected flat. Include the correct bell, floor and any external steps. The linked council guidance is for Kensington and Chelsea; confirm the authority for your address before relying on it for proposed alterations.

Good to know.
Can you replace my stopcock if it will not turn off?
It may be possible after establishing an appropriate alternative isolation method. The arrangement needs assessment first, especially on a shared supply. Forcing the existing valve is not a safe substitute for that planning.
